The constraint that shapes it
Section 504 covers institutions receiving federal funding and the 2024 ADA Title II rule names WCAG 2.1 AA for public ones. Assessment interfaces matter most, because they are the part a student cannot work around.
Section 504 and the ADA apply to educational institutions, and the Department of Education has pursued accessibility complaints over inaccessible course content. Captioning is not optional. FERPA governs student records. This is a practical note, not legal advice.
What goes wrong, and what to do instead
Avoid: Accessibility retrofitted. In education it is a legal obligation and structural, and adding it at the end usually means rebuilding the interaction.
